As agreed at our last meeting, there will be a follow-up meeting on 22 June 8pm at the Village Hall to discuss and finalise VAP's future structure and plans, as set out below. All welcome.

All change at Plumpton VAP
Plumpton Village Action Plan is now reconstituted as Plumpton VAP Fund.
The new constitution was ratified at a Special Meeting on 22 June 2015. You can read the minutes of the meeting here.
VAP fund - minutes of special meeting 22 June 15
Plumpton VAP was launched in 2008 and has delivered on most of its original objectives. Several groups, including the Voluntary Driver Scheme and the Plumpton Wildlife & Habitat Group, have emerged from it as independent organisations.
It continues to support several ongoing projects, including the new Plumpton Youth Space, the Apple Press, the Station Partnership Scheme, the very popular walks booklets and the three defibrillators, which need ongoing maintenance.
It also holds monies in the bank for uses that will benefit the parish.
The VAP Steering Group felt that VAP has successfully achieved what it set out to do and that we would need a new mandate from the village to take forward new projects. We felt that the village is at a very different place today and there is less need for such an organisation to instigate new projects. However we also felt that VAP continues to have a ‘brand status’ that is recognised both locally and more widely within the South East region, and that it was important to maintain this. We also felt that VAP’s role as an enabling organisation should be preserved. We felt that VAP could usefully adopt a new role as an umbrella organisation that could provide a platform, funding, advice and support for new initiatives as and when they emerge. This was the proposal that we put to the meeting.
The meeting voted unanimously that:
- We should restructure Plumpton Village Action plan as the Plumpton VAP Fund. This change will come into effect from the week ending 1st June 2015.
The Fund will have the same objectives as VAP:
To act as a conduit for ideas and activities not directly part of the Parish Council remit that still greatly contribute towards improving community life within the village.
The Fund will work closely with, and under the auspices of (but at arms-length from) Plumpton Parish Council for the purposes of governance and consistency of village strategies.
- The Fund will adopt the Charity Commission Small Charity Constitution:
- All parishioners are members and can vote at general meetings AND put themselves forward for election (or co-option) to be trustees
- Existing trustees of the VAP (if they wish to) stay in place until the first Annual Meeting (June 2016). Others can be elected to maximum of 10.
- The existing VAP affairs will be wound up at a meeting in June 2015 and all significant facts will be reported to the July Parish Council meeting, including:
- ttransfer of funds to the new Fund
- transfer of commitments to the new Fund
- a full report of proceedings to be published in the August Parish Magazine.
Plumpton residents have until the June meeting to raise any further concerns they may have about the changes. We will publicise the June meeting when we have arranged a date and venue and look forward to seeing you there.
