THE ROLE OF THE COMMITTEES WITHIN PLUMPTON PARISH COUNCIL


FINANCE COMMITTEE

The Clerk is the Proper and Financial Officer of the Parish Council and works with the Finance Chairman and committee members.

The Finance Chairman and committee members sign the cheques and oversee the budget (figures are produced monthly for the Administration Account, Village Hall Charity and Playing Field Charity by The Clerk).

Each October, the committee reviews estimates of income required for the following financial year ,"the precept", (figures are established by The Clerk, with the Village Hall and the Playing Fields Treasurers) which is finally approved by all Councillors.

The Clerk applies for the precept; prepares the accounts for audit and examination by the internal auditor.

The Clerk is responsible for the day-to-day running of the Administration, Village Hall and Playing Fields accounts, banks money and transfers money to gain maximum interest in accounts and savings accounts.


VILLAGE HALL COMMITTEE

The Village Hall Committee is responsible for issues surrounding the village hall and green (Village Care looks after the green and beds around the hall, maintenance is on a contract). The Village Hall Chairman reports on general maintenance issues, improvements to the hall, use of the hall for hire to clubs and societies.


PLAYING FIELD COMMITTEE

The Playing Field Committee is responsible for issues surrounding the play area, including reporting any problems, skateboard area, Pavilion and playing field maintenance and with play area, skateboard area etc. The Playing Fields Chairman also reports on sports clubs activities that use the playing field, and that it can be hired for events.

The Playing Field Chairman also sits on the Rural Voice, Rural Choices committee.


PLANNING COMMITTEE

The Planning Chairman receives applications for process and calls Planning Meetings. (The Clerk sends out planning notices to neighbours, takes and produces the minutes.)

Any other planning issues, such as the National Park, Local Area Plan is dealt with by The Clerk.

The Planning Chairman and other Councillors report any enforcement issues to The Clerk. (The Clerk then takes this up with the Enforcement Officer at Lewes District Council.)

The Planning Chairman attends meetings at Lewes District Council and other bodies during the year.

PUBLIC TRANSPORT COMMITTEE

The Public Transport Chairman reports on the buses and any issues surrounding these, and liaises with staff at Plumpton Station about the trains and passes this information on to the Council.


VILLAGE CARE COMMITTEE

The Village Care Committee is responsible for: general maintenance of Parish Council property including any general horticultural issues such as damaged trees, overgrown hedges which may be causing problems; allotments, verges etc. and any soft landscaping areas such as the Bevernside pocket park.


Highways (sub-section of Village Care)

The Highways representative reports on footpath, roadway and highway signage issues. Regular walks are undertaken around the village and issues discussed with accompanying ESCC Highways representatives.


FOOTPATHS COMMITTEE

Members of the Footpath Committee report on any maintenance that needs to take place to footpaths and bridleways. (This information is then reported by The Clerk to the Rights of Way representative at East Sussex County Council.)


NEIGHBOURHOOD WATCH

The Neighbourhood Watch Representative receives bulletins from the Police and Mr & Mrs Young, which are reported at the meeting and attends Police meetings from time to time.


VILLAGE ACTION PLAN

The Parish Council Village Action Plan Representative is an active member of the Plumpton Village Action Plan Committee and reports back to the Parish Council.


TREE WARDEN

The Tree Warden observes any problems with trees in the area and reports to the Parish Council or the Tree Officer at Lewes District Council.


ALL COUNCILLORS

All Councillors are responsible for bringing issues to the meeting that have been reported to them during the month prior to the meeting by residents, or their own observations, these include, highway matters (potholes, areas that need maintenance, signs, speeding, inconsiderate parking, race course issues), complaints from residents about any issues including planning, litter and dog fouling problems, noise nuisance and vandalism.

The Clerk receives calls about the above issues from residents, and letters, which are reported to the meeting.
